What is the fastest way to calculate 20% in your head?

Move the decimal one place left for 10%, then double it. On a $46 bill: $4.60 × 2 = $9.20.

Should I tip on the pre-tax or post-tax amount?

Custom is to tip on the pre-tax subtotal. Tipping on the total including tax slightly over-tips, which most servers will not complain about.
